Job Purpose

The Human Resources Officer/Associate will support the delivery of professional and client-focused HR services while partnering with managers to implement HR solutions aligned with WFP corporate priorities.

The role contributes to strengthening workforce management, talent development, recruitment processes, employee engagement, and organizational effectiveness within the organization.


Key Responsibilities

The selected candidate will be responsible for the following duties:

Human Resources Operations

  • Support HR operational activities and projects aligned with business needs and WFP policies;

  • Ensure HR processes comply with corporate procedures, standards, and guidelines;

  • Respond to HR-related queries from managers and staff and provide guidance on applicable policies and procedures;

  • Contribute to the administration of contracts, entitlements, and conditions of service.


Recruitment & Talent Acquisition

  • Serve as focal point for recruitment-related matters;

  • Coordinate recruitment processes for hiring managers and applicants;

  • Ensure transparent communication with stakeholders throughout recruitment processes;

  • Support onboarding activities to facilitate successful integration of new employees;

  • Assist in identifying and implementing solutions to attract and retain qualified talent.


Learning & Development

  • Support staff capability development initiatives;

  • Collaborate with managers to identify training and development needs;

  • Organize learning and development solutions aligned with organizational priorities;

  • Facilitate and deliver training sessions when required.


Talent Management & Employee Engagement

  • Support talent management initiatives including:

    • talent reviews,

    • succession planning,

    • career development,

    • employee engagement activities,

    • recognition programmes.

  • Contribute to initiatives aimed at improving workforce performance and employee satisfaction.


Organizational Support & Reporting

  • Support organizational design activities and workforce planning initiatives;

  • Contribute to HR reporting and data analysis;

  • Prepare accurate and timely reports and presentations;

  • Conduct data analysis to support HR projects and process improvements;

  • Maintain HR records and databases.


Other Responsibilities

  • Perform any other duties as required by the supervisor.


Qualifications Required

Education

  • Advanced university degree in:

    • Human Resource Management,

    • Public Administration,

    • Business Administration,

    • Industrial Psychology,

    • or related field.

OR

  • First university degree with two additional years of relevant professional experience and/or specialized training.


Experience

  • Minimum of one (1) year of postgraduate professional experience in Human Resources;

  • Demonstrated interest in international humanitarian or development work.


Knowledge & Skills

The ideal candidate should demonstrate:

Human Resources Expertise

  • Knowledge of HR operational activities and HR administration;

  • Experience in learning and development strategies and implementation;

  • Understanding of talent management programmes;

  • Knowledge of:

    • succession planning,

    • career planning,

    • employee engagement strategies,

    • recognition programmes.


Technical Skills

  • Ability to use performance management and learning platforms/tools;

  • Excellent command of Microsoft Office applications:

    • Excel,

    • PowerPoint,

    • Word.

  • Strong reporting and presentation skills.


Communication & Interpersonal Skills

  • Strong communication and interpersonal skills;

  • Ability to influence and adapt communication styles to different audiences;

  • Ability to quickly establish credibility with stakeholders;

  • Strong facilitation and training delivery skills.


Analytical & Organizational Skills

  • Good problem-solving and analytical abilities;

  • Strong project management skills;

  • Ability to adapt approaches to different organizational and country contexts;

  • Ability to work independently and within multicultural teams.


Languages

Required

  • Fluency in French (Level C);

  • Intermediate level in English (Level B).
