The assignment (Investing in Peace: A Systemic Analysis of the Great Lakes Conflict and Pathways to SDG-Aligned Resilience) involves the preparation of a policy research report that explains how conflict is generated and transmitted across borders in the region, and identifies the pathways through which investment can build peace, resilience and SDG-aligned development. It will examine the individual and collective pressures facing Burundi, the Democratic Republic of Congo, Rwanda and Uganda, together with their joint and country-specific capacities to absorb, adapt to and transform these pressures. The report is expected to deliver practical, peace-positive entry points – investments that function as regional public goods – and its findings will directly inform the Bank's programming, policy dialogue, project design and operational pipeline in the region.
