The consulting firm will conduct a market appetite, institutional readiness, and pipeline assessment for potential gender bond issuance in approximately five priority West African markets. The deliverables will include :

Conduct market diagnostics and regulatory assessments covering capital markets, sustainable finance frameworks, thematic bond readiness, and gender finance ecosystems (in each selected market). Map relevant stakeholders including regulators, stock exchanges, financial institutions, investors, DFIs, women’s business associations, and sustainable finance actors.

Assess financial institution readiness, including potential issuers, eligible portfolios, gender data systems, governance arrangements, and reporting capacity.

Identify priority sectors, investment opportunities, market barriers, and potential use-of-proceeds pipelines.

Benchmark findings against relevant frameworks including ICMA Social Bond Principles, 2X Criteria, and gender bond good practices.

Conduct stakeholder consultations and facilitate national and regional validation workshops.

Prepare country assessments, a regional synthesis report, and actionable recommendations for subsequent technical assistance and potential gender bond operationalization.
