Role Purpose
Plan International Liberia has been awarded a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria to serve as Principal Recipient (PR) for the implementation of the HIV/TB grant in Liberia.
The Grants and Compliance Specialist will provide critical support to the grant’s financial operations and compliance functions. He/She will be responsible for ensuring strict adherence to donor requirements, financial reporting standards, and compliance frameworks as outlined in the grant agreement between the Global Fund and Plan International.
Key Responsibilities
Grant budget preparation and reprogramming.
Treasury management including bank reconciliations, cash forecasts, and petty cash oversight.
Accounting processes: review payments, advances, cost recovery, and ensure compliance with tax regulations.
Financial reporting: BVAs, PU/DR, quarterly forecasts, reconciliations.
Risk management: identify compliance risks, follow up audit actions, support external audits.
Human resource supervision: oversee Finance Officers/Assistants, appraisals, timesheets.
Partnership management: sub‑recipient reviews, monitoring visits, compliance follow‑up, financial close‑outs, and capacity building.
Qualifications & Experience
Bachelor’s degree in Accounting or equivalent.
Minimum 3 years’ relevant experience in financial management/accounting.
Strong knowledge of financial systems, reporting, and compliance.
Experience with Global Fund financial reporting requirements is an advantage.
Proficiency in SAP, accounting software, and Microsoft Office Suite.
Strong communication, negotiation, and mentoring skills.
Technical Expertise, Skills and Knowledge
Essential
Accounting experience: Minimum of 3 years working as an Accountant.
Independence and objectivity: Ability to work with minimal supervision while maintaining impartial judgment.
Resilience under pressure: Capacity to remain calm, positive, and solution‑oriented in challenging situations.
Negotiation and influence: Strong ability to negotiate, persuade, and influence stakeholders effectively.

Facilitation skills: Strong negotiation, facilitation, and influencing abilities.
Computer literacy: Proficient in digital tools and systems.
Accounting software proficiency: Good knowledge of accounting software, Excel, Access, Word, and PowerPoint.
English fluency: Excellent written and oral communication skills in English.
Feedback culture: Demonstrated ability to give and receive feedback constructively and openly.
Team collaboration: Strong team player with good listening and communication skills.
